Water is usually the ingredient with the highest concentration (70%-80%) in the formulas of most skincare products (except balms and oils). Regular water is demineralized and sterilized and used as a solvent, dissolving a formula’s other substances. “Active” waters such as floral water, fruit water, thermal spring water, sea water, and marine spring water are sometimes used to boost a formula’s skincare results.
